Dr Minako Morita-Jaeger provides oral evidence to the House of Commons Business and Trade Committee on the UK’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. She answers questions about the basic principles of UK trade policy and the geopolitical gain for the UK in this deal stating that: The gain is the diplomatically enhanced tie with all the CPTPP countries. However, when it comes to economic benefit, this is very modest. We cannot predict certainty but the losers are likely to be the agricultural sector and semi-processed agricultural food.

Regulatory Constraints and the Political Economy of the UK’s Joining the CPTPP

The UK’s decision to join the CPTPP marks the first time a country outside the Asia–Pacific region has joined the trade agreement. The move was motivated by the UK’s Global Britain agenda following its departure from the EU. Initially, the UK hoped to strike a trade deal with the US, but as interest waned, its focus shifted to the CPTPP. However, the economic benefits of joining the CPTPP appear limited, and some stakeholders are concerned about the potential domestic impact. In addition, the UK’s regulatory approach differs from the US’s market-driven model, with high standards for food safety, environment, consumer protection, and human rights. These standards could be threatened by the CPTPP, particularly in areas such as digital trade and food safety. There is also a tension between the Johnson administration’s desire to diverge from EU regulations and the public’s desire to maintain regulatory alignment. The UK’s joining of the CPTPP is thus a unique case, reflecting its history, ideology, and culture.

Bilateral, Trilateral or – Quadrilateral? The UK-US Trade Relations in a Global Context

This chapter explores the key driving forces of UK-US trade relations after the Brexit in a global context. We first overview bilateral trade relations. Second, we analyse economic and political factors that have shaped the UK’s position on the UK-US bilateral economic relationship. Then we assess international factors that impact the UK-US trade relations in a global strategic context. We first note that the UK and the US are linked by services trade and investment rather than participation in global value chains. We argue that the UK for a long time had a very effective position, economically tied to the EU but politically closely allied to both. Brexit was intended to replace the EU with links to the US. But its supporters overestimated the interest of the US in a trade agreement and underestimated US support for the all-Ireland elements in the EU withdrawal agreement. Even without this problem, there is no support in the US for a traditional FTA. For the UK, regulatory approximation with the US is fraught with difficulties. In the global context, promoting the US trade and security agendas in the Indo-Pacific region could be seen as a way to promote UK-US trade relations under the Biden administration. The future is unclear. If the UK returns to more economically motivated policies, it will seek closer relations with both the US and the EU. If the UK remains politically driven, it will not be able to secure an FTA with the US nor to realise “Global Britain”.
